Enhancing Rural Road Infrastructure under PMGSY
The project titled Construction & Maintenance of Rural Roads under PMGSY 2013–2014, Package No. GJ-09-02 was executed in the Gandhinagar district of Gujarat to strengthen and expand all-weather road connectivity to rural habitations.
With a project completion cost of ₹5.64 crore, the work was carried out under the Pradhan Mantri Gram Sadak Yojana (PMGSY) initiative—aimed at linking unconnected villages and improving accessibility for local residents, farmers, and small-scale industries in the region.
Scope and Nature of Work
The project involved the construction and upgradation of rural road sections under Package GJ-09-02 as per PMGSY standards to improve local connectivity and ensure all-weather access.
The scope included laying flexible pavement with granular sub-base, WBM, and bituminous surfacing, along with strengthening existing approach roads. Side drains, shoulders, and cross-drainage structures were also provided for proper surface runoff.
These works helped improve road safety, durability, and accessibility between nearby villages and essential service points.
Execution Standards and Quality Control
All works were executed as per PMGSY and MORD (Ministry of Rural Development) specifications, ensuring high construction quality and consistency across road stretches.
Quality control measures included on-site testing of granular materials, bituminous mix, and compaction levels to meet prescribed density and strength requirements.
Periodic inspections were carried out by the district-level monitoring authorities to ensure full compliance with technical standards and sustainability parameters.
Outcome and Impact
Completed at a total cost of ₹5.64 crore, the project successfully provided improved rural road connectivity across multiple villages in Gandhinagar district. The upgraded network now supports smoother and safer transportation, easier access to health and education facilities, and better linkage of agricultural areas to regional markets. This initiative contributes directly to the Government of India’s mission of sustainable rural development and inclusive economic growth through enhanced last-mile connectivity.
Challenges and Implementation Approach
The project required careful planning to align construction with existing rural topography and seasonal weather variations typical to Gandhinagar district.
Field execution teams coordinated closely with local authorities and village panchayats to minimize disruptions during construction and ensure community accessibility. By adopting phased construction and local resource mobilization, the project achieved timely delivery within the sanctioned cost and schedule.
